Tyler Callaghan, Executive Director

Tyler serves as the PAO’s administrative head and ensures that the foundational administration and operations needed to achieve the aims of the organization are in place. He directly supports and collaborates with the Board to provide overall strategic leadership and direction for the organization.

Joining the PAO in 2022, Tyler brings a wealth of experience and expertise from the not-for-profit sector. He leads the execution of the Board’s Strategic Plan, the Association’s daily operations, and its dedicated office team. Tyler has over ten years of senior management experience in the association sector and takes great pride in elevating organizations and their people to the next level.

Before joining the PAO, Tyler founded and led Canada’s first professional association for its 3,500 athletic directors nationwide. He pursued an MBA in Glasgow, Scotland in 2017, where he finished top of his class. Returning to Canada, he re-joined the association sector with an expanded skillset and passion to serve member-based associations.

With a track record in operations management, stakeholder engagement, strategic planning, and change management, Tyler is a seasoned professional known for driving organizational excellence and fostering transformative growth.

Tyler is a lifelong learner and attained his Certified Association Executive (CAE) designation in 2021. When he is not delivering impactful solutions for associations, you can find him on the green pursuing his love for golf.

Michael Duffy, Policy and Research Counsel

Michael joined the PAO in September 2015, and he is responsible for advocacy and stakeholder relations activities, ensuring our members a voice with government, stakeholders and affiliated organizations.

He provides general counsel and advice on matters related to government policy. His practice also assists PAO member associations and reviews and interprets policing law and policy about Ontario’s ministries, police services and oversight bodies. Michael regularly addresses the association’s membership and advocates for their interests with government and external stakeholders.

He has authored several position papers and reports on policing legislation and regulation. Michael graduated from the University of Waterloo with a degree in English: Rhetoric and Professional Writing and from Western University’s Faculty of Law. He has been a member of the Law Society of Ontario since 2010. In his leisure time, Michael indulges in his passion for golf.

Heather Hogan, Communications Specialist

In February 2023, Heather became a part of the PAO team. She brings a wealth of experience as a skilled communications strategist, boasting a professional journey spanning more than fifteen years across public, private, and non-profit sectors. Heather is the Editor of The Dispatch Magazine, and she actively fosters connections with members through compelling and timely communication, effectively utilizing PAO channels.

She has a diverse career in corporate communications, digital strategy, and content writing, Heather combines a passion for effective communication with a deep understanding of modern media landscapes.

Digitally savvy with an eye for design, Heather brings creative strategy to life through clear, well-thought-out, and persuasive writing.

Heather completed her Hon. B.A. in Communication Studies and Multimedia from McMaster University. As a lifelong learner, Heather received a Multimedia Storytelling and Content Marketing certificate from the University of Toronto. She is currently finishing her M.A. in Communications at York University. She is also a married mother to two active boys. In her spare time, Heather enjoys reading novels and travelling.

Ashley Bain, Events and Member Services Manager

Recently joining the PAO in the summer of 2023, Ashley plays a vital role in member engagement and enhancing the overall experience for our members. As a vital part of the organization’s team, she manages member events and award recognitions and is the primary contact for members to access support services.

With over eight years of association event and membership management experience, Ashley has worked with various associations and key leaders across Canada, from the not-for-profit to corporate sectors.

Ashley’s passion for creating top-tier events has allowed her to execute meaningful and engaging events, all while supporting and connecting stakeholders to ensure they are gaining value from their association memberships.

Ashley has a background in public relations and has completed her Advanced diploma certification in Public Relations from Durham College. In her leisure time, you can find Ashley cheering on Toronto’s various sports teams.

Annika Vassallo, Executive Assistant

Annika supports the President, Executive Director, and Board of Directors, Committees, and ad hoc committees of the Board. She has served as the Executive Assistant of the PAO since 2022, bringing over a decade of invaluable experience supporting top-tier executives across various sectors.

Her career journey includes a private investment firm, an emergency roadside assistance company, and a pharmaceutical giant, where she honed her skills. Her organizational acumen, coupled with a deep understanding of the unique dynamics across various settings, enables her to contribute effectively to strategic initiatives and enhance the overall effectiveness of the leadership team.

Drawing upon her extensive experience, Annika is committed to optimizing administrative processes, driving member engagement, and propelling the PAO toward sustained growth and success. Annika has a background in graphic design and graduated from Niagara College.

During her downtime, Annika revels in diving into exciting DIY projects, dancing the night away at lively concerts, and travelling.
