About Joseph Maiorano

Joe is a seasoned and well-respected policing leader, spending almost 34 years in Ontario policing.  Committed to his education, Joe earned his Bachelor of Arts (Economics) from the University of Western Ontario and, during his public safety career, obtained his Master of Business Administration (Queen’s University).  

He recently retired from the Durham Regional Police Service as the Deputy Chief of Policing Operations, a position he held since 2020. He also held senior roles in the Service as the Superintendent overseeing Divisional Operations, Patrol Support (specialized response units), Community Safety, Courts, Communications / 911 delivery, and Information Technology. 

Joe has participated in a number of sector-led initiatives which include his role as Chair of the Ontario Association of Chiefs of Police (OACP) Communications Interoperability Sub-Committee that responded to Industry Canada's policy consultation on the allocation of 20 MHz broadband spectrum. This contributed to the assignment of frequencies for the establishment of a Public Safety Broadband Network. Joe also served as the Joint-Chair of the OACP/Ontario Association of Fire Chiefs/Ontario Association of Paramedic Chiefs Tri-Services Communication Interoperability Committee that led to sector-wide integration of public safety responder interoperability across Ontario.

As the Executive Lead for the Region of Durham communication interoperability project, Joe led the development and implementation of the Region’s communication system that included full interoperability with the Durham Regional Police Service, 8 municipal fire services, including dispatch centres, and Ontario Power Generation security response that currently serves over 4500 system users.

Throughout Joe’s career, he has developed trusting relationships with sworn and civilian service members, policing associations, government officials, First Nations and community groups. Joe was the Co-Chair of the Service’s Diversity Advisory Committee, where he supported pioneering work in community-centric hiring practices for new police officers. In all of Joe’s work, he has demonstrated a genuine commitment to co-creating community solutions to address Ontario’s most pressing public safety challenges. Joe continued his community support through his time with Victim Services Durham Region board of directors and establishing three after school programs for at-risk youth.  Joe also served multiple terms as the Senior Officers’ Association president, responsible for labour contract negotiations and member representation.

Joe has a proven track record in modernizing police service delivery, being committed to modern police board governance, and supporting Durham Regional Police Service’s readiness to comply with the new Community Safety and Policing Act, 2019 and its regulations. 

Joe started his career with the Inspectorate of Policing (IoP) in April 2024, providing day-to-day oversight of the IoP’s Inspections, Investigations and Liaison Branch, the units of which are responsible for executing the Inspector General of Policing’s new authorities and duties related to CSPA compliance, enforcement, monitoring and advisory functions.
