It is with great pride that I submit this nomination recognizing Constable Mathew Winch for his extraordinary courage, leadership, and unwavering commitment to public safety while off duty on December 19, 2025.

While shopping for a special Christmas gift for his mother at Georgian Mall in Barrie, Constable Winch was confronted with an unfolding robbery at a jewellery store. In a moment when members of the public were seeking safety and suspects were fleeing, he did not hesitate. Immediately identifying himself as a police officer, Constable Winch took decisive action to protect those around him.

Demonstrating exceptional situational awareness, composure, and bravery, he safely apprehended one of the suspects with the assistance of two off-duty officers from the Ontario Provincial Police and York Regional Police. His actions helped restore order during a chaotic and dangerous situation, preventing further harm.

Constable Winch’s response exemplifies the highest standards of professionalism and the true spirit of policing. Though off duty, he remained committed to his oath and demonstrated that the responsibility to serve and protect extends beyond scheduled shifts.

An added touching element to this incident is the fact that Constable Winch had been shopping for a special Christmas gift for his mother — a delicate tribute to his grandmother who had recently passed away. Despite the intensity of the situation, remarkable - the gift was not damaged, a special reminder that perhaps his grandmother was watching over him that day, lending him strength and protection as he acted with courage and resolve.

Constable Winch’s courage, leadership, and selfless actions reflect great credit upon himself, his colleagues, and the policing profession as a whole. He is most deserving of formal recognition for going above and beyond in the face of danger while off duty.
