Receiving over a dozen nominations, Officer David Bisimwa is more than just a dedicated member of the Ottawa Blue—he’s a true community leader. Through his commitment to mentorship and youth engagement, he has made a lasting impact on those around him. Whether coaching soccer, volunteering with newcomer programs, or guiding young people toward positive choices, David is dedicated to building strong relationships between law enforcement and the community.

Beyond his role as an officer, David has been instrumental in supporting the first responders’ soccer league as a member of the Ottawa Police Blues team. A firm believer that sports bring people together regardless of background, he has played in over 100 charity games since arriving in Canada in 2014. His passion for soccer has provided an avenue for mentorship, teamwork, and community building.

Policing in a major city comes with challenges, but David meets them with professionalism, integrity, and compassion. His ability to de-escalate situations, make people feel safe, and serve with respect has not gone unnoticed. One nomination recalled an incident where he responded to a crisis at a local store, handling the situation with composure and care.
