On Friday, December 19, 2025, PC Dillinger responded to a Keep the Peace call for service in the City of Welland to assist By-law Enforcement with an illegal fence complaint. She was partnered with PC Hebbourn, a newly sworn officer whom she was mentoring, and attended the residence alongside By-law Officer Patrick Bisson. The property owner was known to be a self-proclaimed sovereign citizen.
While By-law Officer Bisson was engaging with the homeowner, the situation suddenly escalated. The property owner brandished a handgun and fired multiple rounds at PC Dillinger and Officer Bisson. PC Dillinger was struck in her ballistic vest but immediately returned fire with her service-issued firearm, discharging multiple rounds and forcing the suspect to retreat. Her decisive actions created a critical opportunity for PC Hebbourn, Officer Bisson, and herself to seek cover behind a police cruiser.
Recognizing that the threat had not been neutralized, PC Dillinger demonstrated exceptional presence of mind by safely accessing her service-issued C8 carbine rifle. PC Hebbourn promptly notified Communications, and responding officers arrived quickly to assist.
The suspect subsequently retrieved a rifle from inside the residence and resumed firing at officers, striking police cruisers where officers were taking cover. The incident ultimately evolved into a 24-hour armed and barricaded person call, requiring additional resources and assistance from external police services.
Following the incident, By-law Officer Bisson reported to investigators that PC Dillinger’s swift, courageous, and decisive actions saved his life, and he identified her as a hero. Despite being aware that she had been shot and without knowing the extent of her injuries, PC Dillinger continued to act selflessly and decisively to protect herself, her fellow officer, and the By-law officer.
PC Dillinger’s bravery, professionalism, and composure under extreme threat exemplify the highest standards of policing. She is deserving of recognition for her heroic actions.
