As part of the Police Association of Ontario's (PAO) ongoing commitment to keeping members informed about significant developments from Ontario's civilian police oversight bodies, we are notifying you that the Inspector General’s (IG) office has recently released several new Decisions Regarding Findings Reports under the Community Safety and Policing Act (CSPA), 2019.
Below you'll find summaries of each of the IG’s new Decisions and Findings Reports out of Ottawa, Peel, and Windsor, along with links to the full Decisions. If you have questions about the IG’s mandate or any aspect of these Reports, please contact the PAO’s legal counsel, Flo Vineberg.
No misconduct by Ottawa Police Service Board Member: The IG found no misconduct by Ottawa Police Service Board (OPSB) member Cathy Curry under the CSPA’s Code of Conduct regulation (O.Reg. 408/23). She responded promptly, explained the Board’s governance role, directed the complainant to appropriate oversight bodies, and respected the separation between the Board and operations under the Chief of Police.

Adequate and Effective Policing: The IG found that the Ottawa Police Service (OPS) and the Ottawa Police Service Board (OPSB) complied with the CSPA. Though a complaint alleged the OPS was not doing enough to address bicycle thefts in downtown Ottawa, evidence showed active efforts to address bicycle thefts including the “529 Garage” bicycle registration program, a reported recovery rate of over 60% for stolen bikes, and proper investigation of the complainant’s reported thefts.

Adequate and Effective Policing: The IG found that Peel Regional Police (PRP) complied with the CSPA in investigating an alleged monetary theft. Officers interviewed the complainant, attended the scene, and assessed potential evidence; with no viable evidence available, the case was properly closed under provincial investigative standards.

Compliance with provincial policing requirements: The IG found that the Windsor Police Service (WPS) complied with the CSPA in responding to a 911 noise complaint. As no safety threat was reported, the matter was properly treated as a municipal by-law issue and the caller was directed to non-emergency reporting options and the City’s 311 service.
