As part of the Police Association of Ontario's (PAO) ongoing commitment to keeping members informed about significant developments from Ontario's civilian police oversight bodies, we are notifying you that on April 2, 2026 the Inspector General’s (IG) office released two new Decisions and Findings Reports under the Community Safety and Policing Act (CSPA), 2019.
Below you'll find summaries of each of the IG’s new Decisions and Findings Reports out of Cornwall and regarding the Ontario Provincial Police, along with links to the full Decisions. If you have questions about the IG’s mandate or any aspect of these Reports, please contact the PAO’s legal counsel, Flo Vineberg.
No misconduct by Cornwall Police Service Board Member:
The IG found no misconduct by Cornwall Police Service Board (“CPSB”) member Amanda Brisson under the CSPA’s Code of Conduct for Police Service Board Members (O.Reg 408/23), concluding that her limited disclosure of information about a civilian employee’s criminal charge to a fellow board member was not made in her official capacity or in an unauthorized manner, and appropriately contributed to identifying governance gaps. The IG also recommended strengthened board polices for oversight of disciplinary matters.

Adequate and Effective Policing:
The IG concluded that the Ontario Provincial Police (“O.P.P.”) responded appropriately to a report of a dangerously driven commercial vehicle on Highway 417, finding that an officer was dispatched within one minute, made reasonable efforts to locate the vehicle, sought additional information from the complainant, and continued patrols despite not observing any offence. In turn, these actions met the requirements for adequate and effective policing under the CSPA.
