Scott W. D. Rossiter

1991-09-19

Age: 30

On Thursday, September 19, 1991 Constable Scott Rossiter was on duty patrolling the Town of Ingersoll. At approximately 2305 hours Constable Rossiter investigated a male cyclist on Oxford Street. A physical altercation occurred with a male later identified as David O'Neil. Constable Rossiter was fatally wounded with a gunshot to the head. His service revolver was not recovered. Approximately three months later, David O'Neil's body was located in a shallow grave south of London, Ontario.

Age: 34

Cst. Hutchinson received a blow to the head from a brick at the time of the Oka Crisis. The blow knocked him unconscious. He remained on duty and fulfilled all duty requirements and passed away due to an anuerysm.

Thomas J. Cooper

1991-07-25

Age: 41

Sgt. Cooper and Constable Kevin Orchard responded to a Firearms complaint on the Grassy Narrows Indian Reserve. When they arrived, Sgt. Cooper went to the door where he was struck in the head by a single bullet, killing him instantly. Constable Orchard went to Sgt. Cooper's aid but was fired upon and forced to retreat to his cruiser. Orchard was then hit in the chest. The suspect then fled into the bush. Constable Orchard made his way to a neighbour, Luke Petiquan who cared for him until officers arrived and he was evacuated by helicopter.

Twenty seven (27) hours later a group of officers collecting evidence at the crime scene were fired on. Constable Bill Olinyk was struck in the chest. He was wearing body armour but the bullet entered between the panels on his side.

On July 28, 1991 the suspect was seen and Constable Al Hyatt, with his canine partner Tracker, gave chase. Six kilometers later through the bush and swamp Hyatt, Tracker and four TRU Team members apprehended Thomas Pahpasay without incident.

John R. Gregovski

Age: 47

PC Gregovski was killed January 4, 1989 when a tractor trailer hit his cruiser while he was assisting a disabled van in the westbound lanes of the QEW at the base of the Garden City Skyway Bridge. The cruiser was parked behind the disabled van in the right hand lane of the 3 lane highway with all roof lights activated. The driver of the disabled van was in the rear seat of the cruiser when the tractor trailer hit the cruiser pushing it into the disabled van and further up the Skyway Bridge. Both the officer and the driver of the disabled van were killed.

Hugh G. M. Lynn

Age: 39

Constable Lynn, assigned to traffic patrol duties on the Don Valley Parkway, had pulled over a car to investigate the driver for a speeding infraction at about 0155 hours March 6, 1988. Both vehicles were stopped on the east side, soft shoulder, near Wynford Drive, with the cruiser's emergency lights activated. Constable Lynn was standing on the shoulder talking to the driver of the stopped vehicle when he was struck by another car traveling northbound in the curb lane at about 90 km/h. The force of the impact carried the officer about 200 feet. He received severe head injuries and was dead on arrival at hospital.

Age: 36

On Dec. 27, 1980 Cst. Peazel was directing traffic when he was struck by a vehicle injuring his left leg. The injuries he sustained were long lasting, suffering for over eight years. A blood clot from his injured leg caused his death on January 25, 1988.

Maurice R. Leavoy

Age: 48

On March 26, 1986 Cpl. Leavoy attended at the Shaftbury Steak House in Little Current for a disturbance call. He was with Cst. Mitchell. Cst. Mitchell attempted to arrest a male person who began to resist. Cpl. Leavoy assisted with the arrest. A struggle ensued which continued until back-up arrived to assist with the arrest and removal of the man. Upon their return to the Detachment, Cst. Mitchell noticed Cpl. Leavoy was in obvious pain. He was taken to hospital and two days later he died.

Randall F. Skidmore

Age: 27

Constable Skidmore was operating an OPP Dodge Ram Charger truck, on his way to investigate an accident. On Highway 503 north of Kirkfield he lost control and entered the east ditch and struck a rock face. He died at the scene from severe head injuries.

Mario J.E. Tessier

1985-12-27

Age: 30

At 6:00 am 2 days after Christmas Cst. Tessier of the Ottawa Detachment was driving to work in Ottawa from his home in Quebec. He was in plain clothes wearing an RCMP T-shirt under his coat. It was a cold wintry day when he stopped to assist a young man on Hwy #50 who had just put his van in the ditch. Getting into Tessier's personal vehicle the man pulled out a sawed off 22 rifle and shot him nine times then leaving his body on the Hwy, the suspect stole Tessier's car. Tessier's badge and warrant card were found laying on the floor of the car when it was recovered. What happened between the two will never be known.

The suspect stole his vehicle, committed an armed robbery and was later arrested, charged and convicted.

Donald C. Campbell

Age: 25

Constable Campbell was on patrol in a cruiser operated by Constable W.J. O Sullivan. The officers drove eastbound on Highway 9 to assist other units involved in a high speed chase. The Constable driving made a U turn on the highway to prepare for the approaching suspect vehicle. Unknown to him at the time, the vehicle was driving westbound at a high speed with no lights on. The westbound suspect vehicle struck the cruiser on the passenger side, fatally injuring PC Campbell as well as two other passengers in the suspect vehicle.

The suspect was found to be impaired by alcohol. The Leaf D. Craig Campbell Memorial Award is granted to the top member of each recruit class. A donation is given to a charity of the recruit s choice.
